Right. They're not wyverns as far as the game is concerned, just a special kind of dragon.
The eyes let you see the dead. You get them early on in the game, as shown in one of the convention videos. They are part of your becoming a full-fledged Dragon Slayer IIRC. They're probably just always "on."
