Looking at how U.S.-based publishers often treat Germany, I often don't have this impression at all.
Looks like I got it wrong - it's actually the biggest (old) market. I found a nice article concerning the PC Games market in general. You might wanna check it out:

Digital distribution has become the best way to sell PC games, since it's so much easier to get the version you want (if you're on broadband), no matter where you live. It also fixes the piracy problem.
Personally I've always prefered the old NA boxes. It was nice to have something for the shelves.
