Yes and no. I completed Ultima 7 (both parts) a few months ago and combat in both was pretty weak. You didn't control the action but let the game do it all. Also, while the first part was great, the second part suffered from quite a few flaws - very linear design, some very tricky puzzles which could get you stuck for good, quite a few bugs, etc. Ultima VII was a brilliant game for its age, but in terms of combat and interface, Divine Divinity (and Divinity 2) wins.

What made Ultima VII stand out, was how creative the world was. You could collect reagents for your spells, you had a stone to create a moongate, you could travel by boat or flying carpet or even by horse, etc. etc. If Ultima VII had gotten better combat, it would have been the ultimate RPG.
