Well, apart from the similar error message (crash in physxcore/nxcharacter), it's happening in a spot that indeed usually is no problem for other people. So it's much like finding a needle in a haystack. And as you've tried all the other solutions that helped other people, I will ask the programmers on Monday what they think could cause this.
There's only two things I can make up from your dxdiag file: your soundcard drivers are three years old, try updating them. If Toshiba doesn't provide newer drivers, check the website of the soundchip manufacturer directly.
The dates on your DirectX files are old. Now I know the dates and version numbers in DirectX don't say anything (thank you Microsoft), but please do try to update DirectX (again if necessary) using the DirectX web-installer:

In itself, it is not so strange that you can play the outside region and not the inside region, because there are some differences in the way that stuff is rendered on the inside locations.
