I've got the same bug too
but i have 3600 skill points. The game is ended for me there. Hope they will fix it. I reached the lvl 15 and yes I using the english text. And for those who sayed its a good bug, no its not, totaly broking the game feeling!!
P.s. for those who can't use the teleports cause its not workin. Just do quicksave and quickload and You can use the teleports.
