....The place where my stone/ring quits working is at Stone's Fortress Headquarters. My ring works all the way to the point that I step into the teleporter to enter Stone's Fortress Arena. As soon as I am deposited into the Arena, the ring no longer brings up the right side menu, allowing access to the battle tower platforms. I have verified this behavior from save-games from before and after entering the Arena, and from loading a working save-game from before the Arena, and playing through to where the ring quits working, which is again upon entering the Fortress Arena at the teleporter.

this is by design, it's not a bug. the ds should work again after you have defeated stone and his friends in the arena.
Your dragon stone is disabled until you defeat Stone. This is by design. However, if you run outside without defeating Stone, it will stay that way (this is a bug). Bottom line: defeat Stone
