no its not because of language hack.
u cant realign teleport what is at sauls place before u havent use the one in high hall..
after using it u need to go back to saul and then u will be able to realign the teleport to high hall.
about the plant, yes nobody talks about it.. but i found it without a problem right after entering the city. there is a house with door on the floor, u need to take key what is on the bed and go inside, there u can find ur plant (=
