D2:ED may possibly get modding tools at some point after the international release. Unfortunately, there were none released for DD or BD (Larian used some tools that were proprietary and could not be re-distributed, and others were not user friendly enough for general use).
Editing monster stats may be possible using a hex editor, but there is no easy way to add quests or change the environment, etc.
