The one I missed is the one sitting WITH moor's key
which is 1 million meters ABOVE moor's hideout. Moor's chest is nothing but loot.
And I collect the parts far before i started the quest.
From the look of it, it looks like a simply overlook than a bug to me.
Hope this would clarify the case for everyone.
