I am interested in buying this game, and i was wondering when it will be released? (If it is not released already)

Check Larian's D2:ED page. For English releases, Benelux is out already, the UK release is Nov 20th, and the US release is Jan 5th.
EDIT: forgot the Australian release, Nov 11th.

How would i buy the game??

There are links on the D2:ED webpage to various places online where you can order/pre-order the game, though I have not heard of any pre-order bonuses yet for any English releases. If you don't want to order online, you can wait until it is out in your region and check your local computer / game / electronics stores.
