The Australian English version has also been released (Nov 11th; UK release was Nov 20th).
As for
the patch, all language versions / localizations should get a patch to bring them up to par with the North American release soon. No exact timeframe has been given, but presumably Larian would want to get it out before or about Jan 5th.
What was found claiming to be patches were likely either scams or no-DVD cracks, etc.
