Well, speaking as someone eligible to enter a couple contests I have a slim chance of winning, I would have rather had a collector's edition, or a t-shirt for pre-ordering...
While the US publisher could probably sponsor contests outside of North America, that is not part of its purview, and would involve extra legal and customs issues, etc.
