Yeah, I understand why they do it but it'd be nice if they would just keep single-copy niche games like Divinity 2 sealed behind the counter in plain view in the display case. I totally agree about getting it for the used price if it's opened. They don't sell used PC games but they could knock 5 bucks off or something. They did put a little seal on the case so if I find a copy that's not gutted, I can still return the Gamestop one. I made sure of this before purchasing the game. Usually I refuse to buy gutted games but I figured that it might be my only chance to get the game this week. They put that circle sticker seal on the spine of the case so that they know if you opened the already opened copy. 
My Favorite RPGs: Divinity franchise, Gothic franchise (including Arcania, so I think I'm alone...), Venetica, Risen, Two Worlds II, The Witcher, Sacred franchise, Fallout franchise, Mass Effect 1, Alpha Protocol, Planescape: Torment, Drakensang, KOTOR 1 & 2, etc.
