Try and take out the bunker. There you can disable the barriers and fly around a little easier. I was in the same boat, not high enough lvl for anything in there. Just struggle up the far beach with the lvl 20-21 black ring guys under the bunker, then maybe you'll get a lvl up out of it. Inside the bunker are a lvl 22-23 duo, who weren't too strong, cause I beat them at 21 I do believe. Once there gone most of the Fjords will be open, and you can nit pick some battles here and there to get some lvls.
