As I mentioned in previous post, you need take the elevator down to the lowest basement floor, where it should be a morgue if I remember correctly. Upon getting off the elevator, an abomination type creature will attack you. When you kill that creature, there should be a loot bag where you can get the key for the library room, when the goblin is.
