It is on the top floor of the Black board in, the door that is locked, on the table is a "Strange Volume" pick it up and read it.
Volumes:
nr1. Go down to Tim, the book is on his counter in the bar.
nr2. Look 2nd floor, near the merchant of Leiken it should be on top of the pile of other books.
nr3. Look in the fireplace of the black boar inn, skill book in the fire.
And skill book only appears after you read the 3rd volume...
not sure it is in that order, but it should help alot.
