I found these three sleeping in Broken Valley.
After Mindreading them, I give them what they want and they stand up. I get a loading spinning-disk thing in the top corner of the screen like it's loading a dialoge sceen, but it doesn't fully load. I can't move but I can press 'e' to talk to them, but nothing happens. All I can do to get out of it is to reload.

Any thoughts ?

Sounds like whatever triggers their next dialogues with you is broken for your save. Revert to an earlier save and try it again. If it keeps happening save that encounter for another playthrough.

Its just a stupid bug. Once you mind read and give them what they need, they eventually wake up. And after the conversation, you find yourself stuck not being able to move. Make a save now. Then quit the game and start it again and load the game you just save. Keep repeating it till you get all 3 of them awake.
