no you dont need to go to dwarvenHalls for the dragonheart. It is a warriorsguild quest.
He (leader of the guild) talks about the armor if you bring him the heart. On the other hand the king talks about the gem if you give him the letter and asked about the armor. They are related but not busting eatchother.
