Just found a dragon skill book among one of the wyvern nests near the battle tower. There's about a dozen of them and some are hard to spot. Best way to land is to just hover above one and drop down on it. A bunch of chests and a few corpses can be found among them if you look.
To find the book morph outside the battle tower and hover directly above the only waypoint shrine in that area. The nest is to the south, you should be able to see it right across from you about 50 feet away from the shrine.
I'm on the xbox so if someone with a PC sees it maybe you could post a picture to make it easier for other people to find.
