The AMD: Dual Core Optimizer is written for AMD dual core processors. When installed it helps games without the proper coding to take advantage of a dual core processor by spreading the game (almost) evenly across the 2 cores.
If you have a dual core AMD CPU, then you should already have this installed. To check it,(for windows XP) go to start button/Control Panel/Add or Remove Programs. Look for Dual Core Optimizer in there.
