No the guy he is looking for grave robbers is Jimmy Dean and he is right back behind the harbor area towards the left hand side up high towards the top of the anti-dragon bubble on a ledge with a teleporter he is just above the teleporter on the next ledge.

Moor is just to the right of the anti-dragon bubbles, down low. There will be a tiny hut there, you can mind read him first before killing him to go look for his key to his chest afterwards.

Points towards your human form will really do nothing towards your dragon I don't think. Never seemed to do much for me at least. trick to dragon is really keep moving and when taking down towers and such go around it in circles, really close in nose about touching, forward and sideways, and burn them babies down as they could not spin fast enough to keep up. That's what I did anyways, if you get surrounded by flying baddies head far away and only a couple will follow you if any.
If I was followed by fliers I'd tuck under one of the flying rocks and with good protection on at least 2 sides pick them off one by one as they could not get around and behind me so I upped my odds by at least 50%. Tuck out of sight of the towers and ballistas as well or you'll not last long.

As to going to broken valley for mine quest that is a personal choice as it is essentially a area the same as a flying fortress. Only go as low as the Ballistas and such or else be ready to load a save game.
