After completing all or most quests near lovis tower would I be safe enough to go into maxos temple and go for the dragon? Kinda intimidated by this game...

Opponents at the start of the temple are level 12 or 13. I was 14 before I entered, but just by entering you complete a quest, which got me up to level 15; the first couple areas have been a cakewalk.
Just save before going in and try it and if it doesn't work out, reload to that save and go kill a few things. If you really did do all the quests, then you will definitely be more then fine, but bring a few potions anyway.
