The items I am replacing with the DLC armor do have boosts, but my base line character still meets all the required stats needed to wear the armor. I can unequip all my armor, put on the DLC sets, and when I switch between my melee or ranged or go into my eqipement menu it still unequips those three pieces of gear. I've tried this with all the different DLC armor sets and it still does it. I'm a now a level 20 and I still can't have my character keep the armor on him when I need it to. I can't tell you how many times I'm in a fight, switch weapons to take a new foe out, and then I'm sitting their half naked and I don't have all those extra boosts and before I know it I'm dead.....
