Did you really stop any other processes on your PC like firewall processes or any other Norton or whatever processes?
When I play Morrowind (Windows 98 SE), I usually kill everything except explorer and systray. Afterwards I see with prcview 6 Windows-processes running. And my Morrowind never crashes.
