One is on a high grassy ledge across from the first teleporter shrine (not directly across, but in that area). One is west of the harbor, high up on the mountain near the edge of the anti-dragon shield (camp overlook). Another is beside a wyvern's nest near a well setup camp, with a tent/table and teleporter (camp freedom, according to the walkthrough).
You aren't necessarily looking for people up and walking around.
