Radcliff's shipwreck is in the middle of the river just before the entrance to Rivertown Gorge / Kali's fortress, by a large rock (head south to the far east of the harbor).
Morgan is inside the harbor building (the door is near the elevator platform that goes up to the zeppelin pad).
