Kali's fortress is in Rivertown Gorge, so it is the same place. I think it is on the map just as Rivertown Gorge first because you don't know the fortress is there. I don't know why it gets two separate entrance icons on the map, though, rather than updating the description for the original one.
I flew back and forth a couple times at first, and tried entering in human form, to go the the gorge rather than the fortress, before concluding they were not separate places.

Head down to the basement first, to get the key for the door on the first floor (above the ground floor). You need to mindread the mute goblin for the information you need to continue. Once you know the demon's name you can get past the door to the summoning chamber on the third floor (finish of everything you can/wish to in Broken Valley and Sentinel Island before going past that point, though).
