I don't think you can remove the shields over the harbor, You can fly over it then drop into the harbor. I would't recommend jump attack for duel wielding. The duel wield skill tells you the percent of damage added or subtracted to the weapon:-10% means the weapon does 10% less damage, 0% means the weapon does normal damage, 10% means it does 10% more damage and so on. When you get to lvl 11 duel wield expertise put your stronger weapon in your off hand. Btw his name is Morgan not John and you can find him if you go inside the harbor. To get inside the harbor,go to the zepplin, go down the elevator, look at the wall to the left of the elevator and there is a door.(I could't find it till I was told about it. It really blends into the wall.)
