When you have turned in all 9 parts, your quest log for 'on the road again' will have a description saying something like 'all three zeppelins soar the skies again...'.
In any case, if you turned in enough to rescue Crabbie, you have enough to get to Aleroth.
You can not disable the anti-dragon zone at High Hall or the harbour.
