Talk to Sepp on the ramp up to the Zeppelin (don't bother mindreading him), on the harbour building roof. Talk to Crabbie there, as well, if you have not done so since he was rescued.
Mindreading Sepp gives you experience points, but less than the mindread costs (unless you have boosted your Mindread skill).
