What version of the game do you have?
A bow should automatically target the closest enemy in front of you. In the Xbox version you can lock onto targets by holding the left trigger down. To cycle between targets you can move the right stick quickly to the right/left and back to centre. The manual should describe the corresponding controls for the PC version.
