How much do you use summons? If you usually have a demon or ghost summoned, then an extra 30% power might be worth the 5 skill points (if you have them to spare). I think I'd be inclined to use those points elsewhere, though, and just re-summon more frequently.
I don't know if this skill effects the creature.
