Ranger heads have Fireball bonuses. If Larian gave the ranger creature a bow (and the intelligence / cooordination to use it), then they would have to add melee weapons for warrior warrior creatures, etc. The Fireball spell is pretty comparable to a bow, so that is close enough.

As LithStud said there is a necromancer in a cave in the first section of Broken Valley. You will not be able to actually make a creature until you have access to rest of Broken Valley, and
track down the crystal skull (in a mine south of the fortune teller).
