From the entrance to Aleroth, head straight ahead until you get to the elevator platform, go up, then follow the path around to the ministry (you'll pass a couple merchants and a crowd of people in front of the ministry). Talk to the guy in charge to get access to the teleporter shrine, then teleport inside the ministry, talk to Zandalor and help him close the rifts there (if you tell him you need a moment to prepare, you can mindread him for 2 skill points).
