So from every guide I've looked at, it seems Radcliff cannot give me a 2nd quest to further upgrade my enchanter platform, regardless of my choice on his first mission. Is this true? Any help would be great. Thanks in advance.

Radcliff only has the one quest, but you can still upgrade the platform twice (or once, if you give the jewel to the goblins).

Enchanter platform upgrade is the most useless of them all.

You can have an unlimited quantity of any ingredient except Malachite Gems, but you can never reduce the need for Malachite Gems to zero, even if you fully upgrade.

The drunkard, at least, gives you a chance to gain two extra Malachite Gems.

If you care about achievements, though, there is one for fully upgrading the battle tower.

I got Pillar of Strength even though I chose to keep the malachite gems.

After the episode with the goblins, I went back to the enchanter and said that I kept the gems, to which he said something to the tune of "well aren't you a bastard".

I then had a dialog option to say "Can we upgrade anyway?" to which he said "Yes, but we're going to need some cash". After that, I got an option of telling Sassan that we were ready to upgrade the enchanter platform. I don't know how much gold she took.
