The dragon can be found in the cave under the waterfall near the start of the fjords, at the bottom of the path down the mountain from the Broken Valley entrance (Talana keeps nagging you about sensing a powerful presence when you are in the area).
You can not reach the tower in the harbour in human or dragon form (you can get close to parts of the outside of the tower as a human, but there is no entrance).
