I was lvl 41 too when i was in the wastelands, had no dragon armor(not a single piece) and still found the place easy. Sword of the gods can be really powerful, try to save&reload before identifying it, u can get a quite good one (mine was 5 charm slots, 5 frost, lotsa spirit. poison etc. damage).
