Is the Quarry an area that can be cleared before you get your Battle Tower? I tried going through it but once I entered a building there were two level 27s there, so it seemed like something to be saved for later. Of course, now that I've gotten my tower, Broken Valley appears to be...off limits completely.
Did I miss something or was it meant for a higher level?
