Did you try using the call lever from the opposite side, different distances, etc, and see if you could get it to work?
If you leave Aleroth again (maybe try by zeppelin) and return, or save / quit / restart / reload, does that help any?
I take it you didn't get far enough the first time to activate the plaza teleporter shrine?
