I have read somewhere on this forum that (for PC) if you go to the Skill window, you must clic on the left (of right) side "below of the skills-icon" on a little arrow to put a skillpoint in it.
If a skill is highlighted, you can put a point in it and with Lockpick it is possible on level 1, sure ! wink
