I was able to get the spellbook by dropping a teleport stone next to it and teleporting to it. Be sure to save before you do this - I tried to get some of the gems in the sewer and must have gotten the teleport stone too close to the edge. When I teleported I ended up still on the walkway and had no way to get my stone back.
