AFAIK there is no direct hit point penalty for using Dragon Burst. You may be a little more vulnerable while it is being cast, or something, though the few times I used this skill I didn't notice a huge difference in damage taken (obviously even a brief stop while you are being attacked is going to allow the possibility of greater damage). Try it when there are no opponents around (don't think it requires a target).
