AFAIK the bonuses in green are incremental for all sets (they are at least for in-game sets and the Gamestop Xbox DLC) and increase with the number of pieces equipped, starting with the second piece. If you have at least 2 pieces of a set equipped, items in the inventory will list the bonus they would have based on the current number of equipped pieces.
With the three piece Blood Echelon set, the bonuses with 2 or 3 pieces equipped are +5% or +10% for each (dexterity bonus for the claymore, strength bonus for the leggings and vitality bonus for the armour).
I also checked the 10 piece Scorpion set; most bonuses go up a consistent amount with each additional piece equipped.
The gauntlets (% strength), helm (% vitality) and bracelet (% spirit) all start at 4 and go up by 1 to reach 12 with the full set. The cuirass (+ ranged armour), leggings (+ magic armour), belt (+ melee armour), necklace (+ conditioned body) and earrings (+ indomitable will) all start at 5 and go up by 1 to reach 13 with the full set. The sword starts at +10 melee damage bonus, and goes up by 2 to reach 26 with the full set. The ring starts off with a 50 hit point bonus and adds 3 each piece until the bonus gets to 62 (6 pieces equipped), after which it goes up by 2, to reach 70 with the full set.
