You could email Larian (support@larian.com) and ask if there is any hope for an official Portuguese release. There probably isn't, though, if a publisher has not done so by now... maybe for the upcoming Dragon Knight Saga release? If there are any publishers there that have localized other RPGs, you could email them and ask about D2:ED or DKS.
With the German version of the game released first, there was a fair bit of discussion in other forums about getting the English text to work, though in that case the English dialogs were already included, and it was just a case of getting the game to use them without causing problems.
Do you know of anyone that has translated any games into Portuguese? Are there any Portuguese modders for other
Gamebryo based games (like Oblivion)? You may be able to recruit some help, or at least get pointed in the right direction.
