On the Xbox you need Microsoft Points to purchase them through the Live Marketplace (
FAQ). On PC you need to go through the
Games for Windows - LIVE Client software (which probably also uses points).
At least for the Xbox version, availability differs by region; they are available in North America, but not in the UK or Denmark, for example.
