Actually, after your first taste of dragon flight you are probably only level 6 or 7, and the level 8 skeletons can be pretty tough regardless of your character build. There are level 6/7 goblins you can take out first, though (west and north up a mountain trail, and south east along the mountain past Lovis' tower), and each of those areas will uncover an entrance to the derelict tunnels.
