if my memory is correct i got it from the reward of the blind philosopher.
I am a mage in the game and invest 50 points in intelligence. Since the weapon magical damage depends on intelligence as well, I got a 229-243 weapon magical damage from a single one-handed hammer. So for me only, it's even more powerful than (Unique) Paladin's Well Crafted Heavy Noble Hammer of the Snake.
But in real battle I still heavily rely on magical spell like magical blast and fire wall, for I didn't put skill points in some warrior skills.
