now i have two weapons:
- mace of the snake, mele damage 6-7
- Cleaver of the vampire mele damage 2-4

Now if i equip them both i get only 1-3 weapon damage, even if i put them in any hand it stays at 1-3 damage...

Yes, that is much too low. I guess they tweaked the formula and now it does all wrong (the way it counted the +damage bonuses made Dual Wield over powered before). Even if the penalty was applied to both hands the damage should not be that low, and the max is where it would be if the penalty was applied to both hands (after rounding).
