Here is a link for
my save (6.9MB) at the start of the elven burial grounds. I have the human, wizard and lizard council members, and the orc area is cleared, so you basically just have to scry and go talk to him. I may have a better save, but at this point in the game I was exploring and cleaning up various stuff before doing more of the main plot quests, and more often than not used short, not very descriptive names for my saves.
If this works, but you would need to re-do a fair bit of stuff, I can get a later save.
