It still will have SecuROM, but a patch will be released at a later date to remove it (or allow those with digital versions to download a version without SecuROM activation).
The reason places like Steam have SecuROM like everywhere else is it makes it easier to release patches if all versions have the same DRM. (And if it will have the same DRM everywhere, the Steamworks is not a good choice as it requires Steam to be installed, making it unfriendly to other distributors)
